Someone suggested turning off Volume Limit in the settings, music. So
try that.

volume below a certain point with the side buttons. The problem with
that, is that the balance between voice-over and the sound coming from
the line is such that you cannot use voice-over anymore to guide you
through the keyboard, if you need to use touchtone during your call for
