It is not impossible for me to forget to turn mobile on before I leave the
house, so could I leave
mobile data switched on all the time? and what is "roaming"?

My simplest guess is that if you switch Cellular data on just before you go
outside, it will not
kick on until you're out of Wi-Fi range. That's my humble opinion but I'm sure
someone will chime in
here and set us both straight that if necessary.
