Yes, it is perfectly alright to leave mobile data on all the time, I never turn mine off. If you enable Wi-Fi Assist on your phone will only use mobile data when Wi-Fi drops out.
Roaming is where your phone uses a network that is not the one to which you are subscribed and usually refers to when you use your phone abroad. Here in the UK with EE I have 8Gb of mobile data. Should I get near to using my allowance I get a message telling me so. My usage is capped so I cannot exceed my allowance and receive a higher than expected bill. I can however purchase an extra allowance of data if I wish. When I went abroad to France my phone used a French network as roaming was enabled on both my phone and service plan.
