Dani, I doubt any one app will do what you want. There is an app for realtime bus information which I've copied the link and description below, but it doesn't mention VoiceOver, so no telling if it is accessible. No turn-by-turn app is going to take into account the construction, though this bus app seems to claim to warn you about that. If it isn't accessible, I would contact Oahu bus.
