This is what we know. There is an app, it's called digits. This is from 
t-mobile. Digits can be very easily installed on an ipad. Then you can make and 
receive phone calls. This requires t-mobile service for digits to work. This is 
our understanding, in order for digits to work any time, anywhere, you have to 
have a mobile internet line from t-mobile, however, if you don't have a mobile 
internet line digits would work just as good on  a wifi connection. If you're 
somewhere and you don't have a wifi, but you do have a device with hotspot in 
it you can connect the ipad to the hotspot and it will work just fine. We do 
have digits on our ipad and we just canceled our mobile internet line   since 
it continues to work fine on our wifi. If we ever have a need to  take the ipad 
anywhere we could just use one of our phones as a hotspot or find a wifi 
connection. While you can have an ipad and it could be everything, including a 
phone, when it comes to phones we prefer to use our iphones. What's great is 
having all these different options. To get more detailed information about 
digits I recomend that you call t-mobile. The t-mobile number is 800-866-2453.

  You cannot make phone calls with an iPad whether it has cellular or not. The 
cellular means you can use it for GPS or internet access when not on WiFi. 
  Is there a reason not to simply get an iPhone?
  The interface is the same, you have a smaller screen area so the dexterity 
would be less of an issue, and you can do everything including make phone calls.


  The iPad Mini 4 is a good suggestion if you decide on an iPad. If you go with 
cellular, you will still be paying for a data plan.
  Of course, you can use Skype or FaceTime to make calls to other Skype or 
FaceTime users.

    I have absolutely no knowledge about iPads, so here goes.  A friend is 
blind with hand dexterity problems, & was told by others not to get the large 
iPad, but to get the midsize or small iPad.  From doing a little research you 
can get these iPads with WiFi or with WiFi & cellular.  If we get her one with 
WiFi & celular will she be able to make phone calls with the iPad?  Do the mini 
iPads have dictation for texting & emailing like the iPhones?  When we buy her 
this iPad does it matter who we buy it from, i.e, should we buy it from her 
cell carrier, Apple or other wise...?  All input will be gratefully accepted &
