Yes.  When I got my 4s in April, I changed it to Australia and siri said
that it couldn't find things and so on because it didn't have that
capability in my region.

I live in the U.S. also. Did you change your region by using the "region
format" setting? I suppose it could be a difference between iPhone and iPod
but I wouldn't think so.

weather in F. not C. (I am not stopping to figure out how to spell it).

I am in Canada and use the Australian voice as the default. I find this
voice to be far superior in quality to the standard voice and is so much
easier to listen to. For this to work properly you need to change your
regional setting. Go to settings, general, international, region format and
set to Australia. The voice automatically changes to Australian English as
default when this is selected. In about ten minutes the HQ voice will appear
and you can then decide to use it or the compact voice by turning this on in
VoiceOver settings.
