I'm also wondering the same thing. How does changing your region affect other services like Siri and anything else that might use location services?

I find this voice to be far superior in quality to the standard voice and is so much easier to listen to. For this to work properly you need to change your regional setting. Go to settings, general, international, region format and set to Australia. The voice automatically changes to Australian English as default when this is selected. In about ten minutes the HQ voice will appear and you can then decide to use it or the compact voice by turning this on in VoiceOver settings. Hope this helps.
