Triple click home should work. When I upgraded to iOS 6 on my 4S I did a factory restore and VoiceOver started up when I triple clicked home. iPhone 5 should not be any different.

No, the iPhone five has a Nano sim card, so should come with it already in. Your current sim card will not fit, it's too large. This all depends on your carrier. If there is a sim card already in it, witch there should be. Plug it in to your computer, and wait for iTunes to launch. Go through the normal setup procedure, and then you have to go to advanced options, or accessibility, and tell it to turn voice over on. Oh, that's what it is called, universal access.
