I tried this with my 4s and 5, and neither time it worked. I had to ask
someone with sight to turn it on for me.

Hi,

Plugging it into your computer isn't necessary. Turn on the phone and just
triple press home. Voiceover might be low so, you might have to turn up the
volume. You can do the setup from the phone.

on your carrier. If there is a sim card already in it, witch there should
be. Plug it in to your computer, and wait for iTunes to launch. Go through
the normal setup procedure, and then you have to go to advanced options, or
accessibility, and tell it to turn voice over on. Oh, that's what it is
called, universal access. I didn't have to do this cause I set my up in the
store. Once you enable voice over, your good to go.
