Wow this is a new bug and I can reproduce it here.

Subject: Mail App not Always Vibrating and Dinging with New Mail
Hello, everyone.
I just updated my iPhone SE to iOS 12, and I notice that often, when I
open the Mail app, the phone does not vibrate or make a sound when new
mail is downloaded. When I go to "Settings -> Sounds," "Vibrate" is
set to "Alert," and the "new mail" sound is set to "Classic Ding."
Has anyone noticed this behavior? Whether I receive vibration and
auditory notice of new mail appears to be quite intermittent. Today,
the alert fails more often than it succeeds.
