A client who has an iPhone x told me her Siri Shortcuts have stopped working since iOS 12.1. She demonstrated that they have indeed stopped working. Even after rerecording a phrase. I tested some on my iPhone SE and on my work iPhone 8 plus, with the same bad results.
They worked fine in iOS 12. I called Apple Accessibility, and even after explaining that these are ones we created in Siri and had used before, he treated us like ignorant people and insisted they work.
