I don't remember anyone asking about having the restart function in
a menu and agree that it is not necessary. I also believe that most
of the time, a simple power off and then a power on clears things
out and works fine, but there have been some occasions when the
restart method seems to do better.
Aside from all that, I think Robin only asked how to perform the restart.

I think it's wrong here to try and completely compare this to
Windows. As I said, most desktops used to have a reset button which
would force a restart if something crashed and you could not go to
Shutdown > Restart, but while I have not bought a full-size desktop
for a long time certainly laptops and the mini desktops I have been
buying for my business don't have it. If all goes down the drain you
simply have to push and hold the power button for about 10 seconds
and most laptops at that point turn off, then wait a few seconds and
turn it on again.
Whether it is more accurate to call the hard reset described by
pushing home and power buttons on phones up to the 6S and volume up,
volume down and power button on the 7 and up is a restart or a
forced reset is maybe just terminology, but unless my phone is
unresponsive or acting up extremely I don't use this method, instead
I push and hold the power button until the Power Off prompt appears
and then I shut the phone down, wait 20 or so seconds to give it
time to do so completely and then I power it back on. To me this
method is perfectly fine and I am OK not having a "restart" option
in the menu somewhere.

Maybe I am not understanding what you consider a restart. It is
similar to doing a restart on a PC. Which model phone are you using?
The method is different beginning with the seven from all prior
models. A re-set puts the phone back into factory condition and
erases all your settings and data. A restart only shuts down and
restarts the phone while flushing out some minor issues which might
be causing problems.

I'm not sure you can do a straight restart in iOS, at least I haven't
been able to find it yet. You can do a hard reset, which I think
restarts the phone. The process for doing this varies depending on the
model, so I will let others describe that part.
