Switch controls do not work with VoiceOver, so that option is out. If you cannot double tap with two fingers because of a tremor disorder, maybe kissing the phone twice is a good way to go. Maybe, just maybe, with iOS 13 Apple will finally allow switch controls with VoiceOver. I've complained about this from day one as some of our clients cannot use iPhones because of tremors and switch controls are out because they also have to have VoiceOver.
