With my iPhone 7, once I end a call, I get the clicks but no VoiceOver. In my
case, though, at least so far, I ask Siri to turn off VoiceOver, hear the
message that VoiceOver is off, then ask Siri to turn on VoiceOver, and the
phone works as normal. Since I use my iPhone as my primary phone, since it is
smaller, I haven't yet tried it enough to know with my 8 Plus.
