I'm still on V 12.4.1, but regarding the latest 13.1.2 update, Brian Hartgen tweeted out the following. After trying everything, I had the idea of saying to voice control, reboot device. Then swiping right twice, followed by a double tap. While I couldn’t hear anything, it did restart. So I guess for those dealing with this rather major bug, something else to try.

We appreciate the feedback and wanted to let you know that Apple is currently investigating this issue. We cannot comment on when it may be resolved. Let's hope it gets resolved soon. Whenever the next update comes out and this is still not resolved I certainly plan to send another email as well as call, they need to understand that this is a fairly critical issue and they simply have to resolve it promptly.
