Mine doesn't, at least with ICloud. Every time I try I get the message that it cannot back up messages because I'm not using 2 factor authentication.
I'm wondering if there is a way to back up or copy my messages to dropbox or my computer from my phone? The problem would be if your new device were running an older operating system. I would set up iCloud backups and restore from that. It's simpler, and either way, the apps are downloaded from Apple's servers. Just go to Settings, choose the Apple ID setting near the top that has your name, and make sure iCloud Backup is on. Then a backup will happen automatically every 24 hours or so, when your device is on and connected to wi-Fi and power. There's also a Back Up Now button you can use to back up the device at any time. Then when you get your new device, choose to restore from an iCloud backup. It will give you the choice of using your most recent backup.
