I sort of get what you are saying, but if Apple wanted to implement
everything a few people want as an option nobody could find anything in
Settings any more.
I could just as easily say the ability to swipe up and down with 3 fingers
should be an option. The vertical scrollbar is not that hard to ignore if
you don't want to use it and based on the responses to this thread it seems
a lot more people like it than not. You can of course write to Apple
Accessibility and request that this is made optional and if enough others do
as well you may get your wish.

I honestly feel that this should have been implemented as a toggle for VO
users. It is a nuisance and it is useless in my eyes. I should have the
ability to have VO ignore it.
The three finger drag up or down does the same thing and you have more
control with the three finger drag than the vertical slider on the right
side of the screen. Before you jump down my throat I do understand it and I
can see how it could be useful to those with dexterity issues. But it should
be an option not a requirement to use it. Let the user control how they want
to scroll down the page. It adds a few commands/gestures to the messages app
and many other apps it simply gets in the way trying to find things on the
right side of the screen. Again give the user the option to hide it or not.

The vertical scrollbar that is being referred to is the one implemented on
iOS 13. The vertical scrollbar is located on the right hand side edge of
the screen.

YOu can use it to navigate a page. Flick up or down to move through the
page, or double-tap and hold, and then slide your finger. It also tells
you where you are on the page.
