I agree. It would have been much better, to be on 12.4.1, than iOS 11. But
now you don't have that choice.

I suspect staying on iOS 11 is the cause for all your headaches.
Now, I also suspect that you either stay stuck, call Apple Accessibility, or
update to iOS 13.1.3 which has its own set of headaches.
