I somewhat understand if somebody wants to wait a month or two after a new version of iOS comes out until most of the bugs are ironed out, but much beyond that there is absolutely no reason which makes any sense not to upgrade, certainly by the time Christmas or the new year comes around everybody should be on the latest version of iOS. Apps get updated and typically work best with the latest version of iOS, you will get the best support from Apple and of course have the latest security patches.
