No I don’t think so. The only way I can think to make it play all the time is to go into settings, Accessibility and turn Audio description on. If the Disney app uses the default iOS player it should activate the Described Audio the nthe video starts playing. If the Disney player doesn’t utilize the default player in iOS you have to start playing the video, pause the video and then double tap on the video and navigate to the audio tab at the top of the screen and find the option in that menu to activate it.
