I agree that guessing who gets charged cellular data for one of these calls 
isn't smart but I expect it's as others have said that both parties on the call 
are getting charged. And I know how popular Facebook is with the masses but 
these are Facetime, not Facebook, calls.

Rather than guess at who pays for data used by a Facebook call, you are best to 
just ask your cellular airtime provider. Then to will know for sure.

 

Yes, it’s wisest to only take or make Facebook calls when on WIFI.

 

Mote that some WIFI networks block the ports used for Facebook & Skype. This is 
usually cue to bandwidth limitations.

I suspect you're right. So, since my cellular data plan is extremely limited, I 
don't want to participate in a Facetime call unless I'm on my wifi network.
