I agree that guessing who gets charged cellular data for one of these calls isn't smart but I expect it's as others have said that both parties on the call are getting charged. Yes, it’s wisest to only take or make Facebook calls when on WIFI. Mote that some WIFI networks block the ports used for Facebook & Skype. This is usually cue to bandwidth limitations. Brian K.
