I've never heard of this. Being required to enter the passcode, yes, but Apple ID and Password, no. Either the ID isn't completely setup or there is something off with the Touch ID and Passcode settings. As usual, this would be easier to solve if your friend called Apple Accessibility where they could do a screen share and walk them through what to do. 877-204-3930
