Carolynm once you have the phone paid off you can request from at & t iinstructions for unlocking your phone or an unlock code, of which they will tell you the details of what to do. It's not hard to do.

I've bought iPhones on buy/sell mailing lists and eBay and have always had good luck. I always make sure that the description states that it's unlocked or have the seller provide me with the IMEI so I can check compatibility/status on my carrier. If eBay, I can usually tell by the feedback and what else the seller has posted if it's an individual seller or it's someone who flips phones. A professional flipper is not going to burn themselves over one sale, so I'm less concerned about that. Small consolation now I know, but just something to keep in mind for the future.

Carriers to my knowledge are legally obligated to unlock a phone if it is no longer under contract and you should be able to find out which carrier has to do it. Here in Canada carriers can no longer sell phones locked to them, all phones have to be unlocked I think since December 1, 2018. This means of course you still find locked phones which people sell and which were locked before, but since then all new phones have to be unlocked.

And, if Verizon can't make it work, I would have doubts that anyone could. At our Verizon store, the guys down there seem to live to do stuff with phones to get them going just right.

When I had Verizon, they had a division of Customer Service for special problems, and the guy there helped me and Jim with a phone some years back.

The seller obviously lied, I would never buy a used iPhone online and unseen unless maybe on a list like this where I sort of know the person who is selling it has been around and even then I have heard stories where people sell stuff which is not at all as advertised or disappear with the money. I'd call Apple and see if they can tell from the the serial number, which they can get if they do a screen share with you. Otherwise you will have to find out what the carrier was, and possibly get the seller to give their permission to have it unlocked.
Sadly, it could be that the seller simply lied.
But, call Apple Accessibility: 877-204-3930 and see what they can sort out.
