Your posts are coming through but I am wondering if people are understanding your question. Voice Over is part of the IOS. If its not working, I would suggest you restore your device using ITunes. If its simply turned off, and you are using a device with IOS 5 or 6, try pressing the home button 3 times and see if voice over comes back on. It also could be that your VO volume is turned right down. Another thing to check. Start there and let us know I'm sure someone here will get you going.
