I don't have experience with the IPod but I believe at this point it is just like the IPhone. Have you tried to go into ITunes and finding your device and clicking on the restore button? Surely, you have backed it up before. Voice Over is part of the IOS. If its not working, I would suggest you restore your device using ITunes. If its simply turned off, and you are using a device with IOS 5 or 6, try pressing the home button 3 times and see if voice over comes back on.
