Are you putting the speaker in pairing mode? With a Google Home speaker you can simply say "Hey Google, pairing mode" or "Hey Google, pair a device" Then go to Settings > Bluetooth on your iPhone, find the Google speaker, it will be called what ever you named it, and tap on it and it will connect. I just did this with my google Mini in the bedroom and it paired just fine, at first Voiceover came out of the speaker, then I went into the "More" section for the speaker and under DCevice Type selected "Speaker", Voiceover then switched back to the phone after a few seconds, but when I played my Audible book it played on the speaker. Unfortunately there is still the bug where as long as audio is playing on the speaker, Voiceover volume fluctuates on the phone which means it sometimes becomes louder, then quieter, but I had no issues pairing my phone to the Google Mini speaker.
