Hi,

1. Make sure the iPad is on then connect the iPad to a computer with
iTunes open.
2. Hold down the home and lock buttons for 12 seconds.
3. Release the lock button but continue to hold down the home button.
4. After some time (should be under a minute) iTunes should see the
iPad. When this happens it's a pretty simple case of just following
the prompts. It won't speak while it's restoring but the restoration
is fully automated, so by the time you'll need to do something you'll
be able to tripple click home to get VoiceOver running again.

If this doesn't work you've probably held down the lock button for too
long in step 2. This happens to me every now and then and I'm always
surprised as to how quick 12 seconds actually is.
