Try a different USB port on your computer and if that doesn't work try a
different Lightning cable.
Alternatively, give the iPad to whoever at you r work place is dealing with
such stuff and let them worry about it.

Subject: reset iPad to factory settings

Hello,
I have an Ipad 7 which I got through work. I don't use it often, and recently I
was notified that I needed to update some software on the Ipad to remain
compliant with work policies.

When I tried to unlock the Ipad using the passcode I remembered, I was told
thte passcode was incorrect and after trying various combinations I am now
completely locked out of the Ipad. When I power it up it says "Ipad disabled"
"Connect to ITunes".

When I connect the Ipad to my windows laptop which has the latest version of
ITunes on it, ITunes doesn't even recognize that it has been plugged in.
I have read that I can turn off the Ipad and then press the top button for a
while and the Ipad will go into recovery mode and ITunes will aske me if I want
to reset the device, but after holding in the top button for about 15 seconds
the Ipad emits a small beep which I assume is telling me that it is in recovery
mode, but ITunes still doesn't seem to see the Ipad at all.

When I go into account settings in ITunes and click on the devices link I see
the IPad listed along with my IPhone, so I know at some point I connected the
IPad to my ICloud account even thought when I log into ICloud I don't see the
device.

Are there any suggestions on how else I can either just reset the passcode or
reset the IPad to factory settings so I can reinstall the software for work?
