As far as my experience goes, one cannot hear Voiceover unless using another phone, which I do when talking to Apple Accessibility; they can hear Voiceover then. Otherwise a caller can't. Sometimes, while talking to someone, I'll go in and check weather or texts messages, etc. They cannot hear it when I do that. I have gotten other phone numbers for people, and they cannot hear Voiceover.
