It has been a while since I have had to do this, but I think I remember that Apple Accessibility can log onto a phone and see what is on the screen, they can not manipulate that screen. The person getting help has to do the screen manipulation, but Apple Accessibility can tell them what to do and how to do it. It is not the same as their being able to do a tandem with the person, but maybe half way. Or, maybe I don't remember this as well as I think I do.
