Mike, I can definitely say that Apple Accessibility was not correct. I am running ios 15, and after turning on screen recognition and then going to quick settings found in Voiceover settings, screen recognition is a choice that you can have in your quick settings list. Now, as you mentioned, I do not know if having an iPhone SE makes a difference or not.
