If you go to settings > Accessibility > VoiceOver > and go all the way down to 
the end, you will see quick settings.  You will find Screen Recognition in 
there.  Only a few things are selected at the outset.  Think of this as the 
rotor, but you are adding choices to Quick Settings instead.
