I thought the app switcher thing with an app occasionally being shown twice had already been resolved? If not then it certainly seems to be resolved in iOS 16.1 which I expect will be released either the week of October 24 or during the first week of November, OK, so it could also be the week of November 7, but I doubt it would be later than that.
