I helped get 2 iPhones from Verizon last year for family members, and yes, it 
is a little bit of a process, I just used the Verizon app on my iPhone.  
Voiceover did read everything, but because of how things are laid out, it can 
get a little confusing.
In order to use the app, you will need an online account.

Question, did you try calling their toll free customer service number?  Last 
year, you could also order an iPhone by calling that number.
1-800-922-0204

The reason I went through Verizon last year is because they were offering a 
$800 trade in toward any iPhone 13.  My daughter traded in her iPhone 8 for an 
iPhone 13 mini, and since the cost was $799, she basically got the phone for 
free since they credited her $800 for her trade in.  The only thing was you had 
to remain a Verizon customer for the next 2 years.  This is not a problem since 
we live in a very rural area, and Verizon has the best coverage.
