I struggled with this on my personal iPhone 11. For my part, I was holding the phone too close to my face. I now hold it about 18 inches from my face, and it works almost all of the time. I’d try varying the distances a bit to see if you can find that sweet spot.
On the iPhone 12 I got from my employer though, I still haven’t found the trick. I’ve pretty much just resorted to typing in my pin each time. I’ve reset face ID and set up multiple faces, but it still doesn’t work for me! The phone should be angled Toward you, not necessarily straight up and down. Try doing the capture like that and see what happens.
