I find that Face ID works most consistently with this distance: I sit in an easy chair such as a recliner. With the bottom of my phone lined up with my belly button and the screen pointed at my face, this seems to be an excellent distance for Face ID to work on apps where it is activated such as financial apps. I assume that would also be a good distance when setting it up. I encourage you to prevail with Face ID because when working properly, it is much more convenient than typing in a passcode or in Touch ID. Good luck.
