Are you near an Apple Store? I'd make an appointment and ask if you can get some help to maybe delete Face Id and set it up again and to get a sighted Apple Genius to observe you to see if you are holding the phone at an angle where it does not see your face the way it should see it. It's easy to maybe have it so it angles to one side a bit too much, maybe you look down too much etc. All I can say that if it's set up correctly and you really point the phone correctly, Face Id I would say probably works 90% or better.
