The 3-finger triple tap mutes Voiceover, it does not turn it off. In other words, if you do a 3-finger triple tap you don't hear speech, but all gestures still are Voiceover gestures. If you did this and gave your phone to a sighted person they could not use your phone because they would still have to double tap and all that.
