That is exactly my point, you hear "seech off" not "Voiceover off" and there is a big difference. Turning speech off with a 3-finger double tap leaves Voiceover running, it just mutes (turns off) the speech, but if you do this and then hand your phone to a sighted person they still will be helpless as a newborn because nothing works the way they think it should work. A triple press of the side button (if you set it up to do this in Settings > Accessibility > Accessibility Shortcut, will truly unload Voiceover and then your iPhone is just like any iPhone which can be used by a sighted person.
