If you want this as a permanent solution, you need to turn off all 
notifications.
And, make sure both Siri and VoiceOver are set to not automatically read 
notifications.
If you only want this to be the case at certain times, then you might be able 
to come up with a focus setting that would do that, but it won't be simple.
You will need to spend time learning about how to set up a focus that you could 
then enable or disable.
