Jim, You're probably at 100 percent on the wrong volume.
The watch keeps speech and alerts on separate volumes. The ring, the taps, the chimes, all of that runs off one control. VoiceOver speech runs off its own. Max one and the other doesn't move an inch, and nothing tells you that's what happened. Good news is you already found the right room. Speech volume lives in that same Accessibility section you just learned about, under VoiceOver. I'm not going to quote you the exact wording, because Apple shifts it around between watchOS versions and I'd rather you read what's actually in front of you than go hunting for a label I made up. Two other things worth ruling out before you decide the watch is just quiet. If anything Bluetooth is connected, AirPods, hearing aids, a car, the watch sends the sound there and the speaker goes quiet on you. And a shirt cuff sitting over that speaker costs you more volume than any slider is going to give back. After all that, it's still a small speaker on your wrist. If you want real loudness, the honest fix is to send the audio somewhere with a bigger speaker rather than hunt for another slider. Which one did you have at 100, the speech or the alerts?
