Hi Richard. No, these are VoiceOver specific sounds which can only be muted in iOS 6 by muting all the sounds on your phone. I actually emailed Apple durring the beta testing fases of iOS 6 to give them the feedback that this was an annoyance, and that it would be nice to have the option of turning these sounds on and off, but I was given the typical response. I get it though, braille users are even more in the minority than speech users.
