Yes, routing to specific servers is entirely possible when location is known. For instance, I am in New Zealand. Using a server in Australia is much better than using a server in the US. If on the west coast of the US, there are lag differences between the west coast and the east coast. I don't know much about it, but a cousin who works in multinational corporate networking told me a while ago that data flow routing and analytics is one of the larger pieces of his job. A picture is anywhere from a few hundred KB to a few MB in size, so data routing can become important, if you want to minimise delays anyway.
