I am still unsure what exactly you are asking or trying to do. If you have a
Notification in the lock screen you can (and were able to before) double tap
it and it will open whichever app it refers to. For example, if I have a
text message in the lock screen and I double tap it, the Messages app opens
up and puts me in that conversation. If I get a headline from the CBC News
app I can double tap it and the CBC News app opens and so on. This has
worked for me ever since Notification Center was introduced in iOS 5.

This also works just the same if you bring up the Notification Center with a
3-finger swipe down the screen, double tap on any Notification and the
appropriate app will open.
