Hello Paul and all
first of all make sure any or all notifications have the view in lock screen setting turned on. Most of them are by default. You can check by going to Settings, Notifications and by double tapping on an app whose notifications are set. As for your second question, first of all speak selection is in the main accessibility section of Settings, and not in VoiceOver itself. I have this turned off personally but this may be useful for low vision users who need a bit of voice guidance when selecting text. For reference you can do the same with the speak autocorrect setting.
Chris.

Hello, since I got my new phone, I am getting no notifications. I just
turned notifications in the lock screen on, but even when it was off,
shouldn’t those notifications be in the notification center, or does
having that setting off mean I do not see those notifications at all?
Also under voiceover in settings, there is a speak selections; what
happens when that is on or off?
I’ve not noticed voiceover doing anything unusual yet I thought I always
had this turned on.
