I would never consider this an insult on the first go around. I usually assume I'll have to do some educating, and I wouldn't assume that the average sighted person is going to automatically know that I can't deal with a screen shot. I obviously work with computer screens all day, and your average sighted user isn't going to be aware of the accessibility tools at my disposal. I also enjoy quite a few videos on YouTube and the like, so whether I can get anything out of a video or not depends a lot on the video. If a sighted developer is reaching out to me to access an accessibility issue, I would consider this an opportunity and an investment of my time rather than an insult.
