I suppose I’m overstating the obvious here, but the 
Settings/General/Accessibility configuration does provide for some customizing 
of how gestures may be processed.  Exactly what that may be I don’t recall just 
now – haven’t been there for a few months now – but I think it’s mostly 
something about timing.

Another feature is that where a “Double Tap” is required you can touch the 
control, keeping your finger on that control if it is the one you desire; then 
tapping once with a second finger to activate that control.  Just some thoughts 
in hopes of helping you out.
