In some rare cases, closing certain apps can indeed save battery
power. For example, Downcast, Instapaper, and even Dropbox can monitor
your location to perform certain tasks when your location changes.
They will continue to do this even if you switch to another app or
reboot your device. At times when saving battery power is essential,
closing these apps can help. This applies not only to apps which
monitor your location, but also to apps which are allowed to continue
running indefinitely including VOIP apps.

In most cases, aside from exceptions such as the examples above, apps
are suspended by iOS after some time, I believe ten minutes, so
closing them will not save battery power.
