One clarification. My phone is not locked when I am reading. It is the fact that the screen is only active if you tap twice on it and say something. There is less likelihood of doing this than it would be to simply touch the screen some place that was active and cause the reading to stop and perhaps lose your place.

I understand your point (i.e. it's nice to know that the phone can read to you while the screen is locked), but you could achieve the same thing with Voice Dream Reader and a monthly or yearly subscription to Instapaper.
