This is actually a good thing too if you think about it. I remember in the DOS days if a pop up would show in the middle of an application as you review the screen with your screen reader cursor you would get text from the bigger window and then it would be overlaid by the text from the pop-up window. Unless you knew exactly what you were doing this could be confusing to new users. So the fact that iOS or voiceover blocks it out is a good thing.
